[ADD] contact_search_form and website_contact_extend

  1. To access contact search view in contacts view, the user has to activate the 'Data Protection Officer' checkbox
  2. in User -> Technical Settings.
  3. After that a new menu item 'Contact Search' will appear in the Contacts App.
