Add module partner_mobile_duplicate_warn

  1. The warning banner is displayed on the partner form view if another partner:
  2. - has the same mobile phone number (the module *phone_validation* ensure that phone numbers are automatically formatted to the E.164 format),
  3. - if the partner is attached to a specific company: is in the same company or is not attached to a specific company,
  4. - if the partner is not attached to a specific company: is in any company or not attached to a specific company.
