[MIG] base_location_geonames_import: Migration to 12.0 Generated new readme. Adapted the module due to the refactoring of base_location. Adapted tests.

  1. Go to *Contacts > Configuration > Localization > Import from Geonames*,
  2. and click on it to open a wizard.
  4. When you start the wizard, it will ask you to select a country.
  6. Then, for the selected country, it will delete all not detected entries, download
  7. the latest version of the list of cities from geonames.org and create new
  8. city zip entries.
