new: [rsync-backup] rewrite of mirror-dir

Includes ``mirror-dir-check`` with the ``mirror-dir check`` call, the
replacement of ``mirror-dir`` call is ``mirror-dir backup``. An additional
``mirror-dir report`` was added.
