+Partner VAT Unique

+Module to make the VAT number unique for customers and suppliers. Will not
+consider empty VATs as duplicated.
+

+Installation
+============
+
+Will not check previous VAT duplicates, so it is recomended make sure there
+isn't any duplicated VAT before installation.
+
